org_cherry_apply can handle variable parameter lists now.
Fix many corresponding bugs.

org_cherry_eval uses now tailcalls for evaluating recursive processes.
Distinct between let and define for constant and value definition.

Add arithemtic function +,-,/,* to the toplevel runtime environment
Add proper exception handling.
